Chief Communications Officer – PBC Tax Collector
Job Description: The Palm Beach County Tax Collector’s Office (West Palm Beach, FL) is seeking an experienced Chief Communications Officer. This highly responsible position is accountable for the planning, coordination and execution of a strategic communication and outreach plan targeting specific external and internal audiences using of multiple communication channels.
Salary Range: $100,000—$140,000/annual
Job Requirements: The successful candidate will have a bachelor’s degree in Marketing or Communications or a related field (Master’s Degree preferred), at least ten years of progressively responsible strategic communications experience utilizing digital and print communications and a minimum of five years of progressively responsible management experience in an established communications division.
Position Purpose and Scope: The purpose of this position is to provide for the planning, development, and evaluation of specific external and internal communications for the Tax Collector’s Office. An employee allocated to this job classification is responsible for coordinating a communications plan, including the agency’s internet site, social media platforms, external publications, internal communications, public education and community outreach activities, and traditional & non-traditional media relations. The position insures the integrity, consistency and alignment of Tax Collector communications, as well as cost efficiency with respect to time and application of current technologies.
Essential Functions:
+ Develops, implements, maintains and evaluates communication plans.
+ Plans, designs, monitor and measures communications strategies to ensure effectiveness and understanding of all activities and initiatives.
+ Ensures all communication initiatives engage Tax Collector’s Office stakeholders and clients.
+ Plans the development, writing, design, content editing and layout of internal and external publications including but not limited to :
+ Tax Planner & Guide To Services
+ Tax Collector’s digital platforms including public web site, intranet and social media sites
+ Digital Publications
+ Business Line publications and collateral
+ Video production and releases
+ Oversees coordination of public affairs activities, including governmental relations, educational outreach, client and stakeholder data collection/management and community awareness and involvement ventures and campaigns.
+ Develops and maintains communications policy that encompasses media relations and all social media platforms. Acts as organization’s point of contact for all media inquiries and Client Advocate requests.
+ Oversees media communications and initiatives, including Editorial Board meetings, interactive media forums and blogs.
+ Oversees research, development, writing and distribution of certain executive level communications including public comments, written communications and position papers.
+ Communicates with internal departments prior to publication to ensure integrity of content and alignment with agency’s strategic initiatives. Engages with service centers and other front line departments to develop client focused communication.
+ Monitors control of expenses to ensure budget integrity.
+ Participates as a member of the agency’s Senior Leadership Team offering input and support on agency initiatives, including support of the agency’s status as an Essential Service.
+ Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals; conducts interviews and makes hiring recommendations.
+ Coordinates daily work activities: organizes, prioritizes, and assigns work; monitors status of work in progress and inspects completed work; confers with assigned staff, assists with complex/problem situations, and provides technical expertise; conducts staff training in proper accounting processes and procedures. Plans and oversees professional development opportunities for department staff.
+ Interprets, applies, and ensures compliance with all applicable codes, laws, rules, regulations, standards, policies and procedures as well as the Mission, Vision and Values of the agency; initiates any actions necessary to correct deviations or violations.
+ Performs other related duties as required, including support of the agency’s status as an Essential Service.
Reporting Relationships: Reports to the Tax Collector
Supervisory Responsibilities:
+ Oversees the overall execution, mission, and efficacy of the Communications program and Communications Office Staff.
+ Collaborates with appropriate departmental managers to facilitate performance evaluations that are timely and constructive.
Qualifications & Experience: Bachelor’s Degree in Marketing, Communications or a related field (Master’s Degree preferred), supplemented by at least ten years of progressively responsible strategic communications experience utilizing digital and print communications and at least five years of progressively responsible management experience in an established communications division. Must possess and maintain a valid Florida driver’s license.

Relationship with Tax Collector
+ Diligently completes a monthly report and submits it in a timely manner for review by the Tax Collector
+ Assists, supports, and plays instrumental role in championing the agency’s initiatives and goals

+ Addresses all conflicts, grievances, and concerns by applying an “up the ladder” approach to allow for swift internal conflict resolution
Attendance Policy
+ Punctuality and regular in-person attendance are essential to the successful operation of Tax Collector’s Office. Excessive absenteeism or tardiness may subject the Chief Communications Officer to disciplinary action, up to and including termination. All Palm Beach County Tax Collector’s Office employees are considered essential workers under Department of Homeland Security guidelines and may be required to report to work in specific emergency circumstances.
